Sizing it honestly
This is a compact cooler for 65W class processors, a Core i3 or a non-K i5. It will beat a stock Intel cooler on both temperature and noise. It will not keep a K series i7 or i9 in check under sustained load, those need a tower cooler or liquid cooling.
The zero RPM behaviour below 5 percent duty means a completely silent desktop when the machine is idle, which is the main reason to fit one in an office or media PC.
