The Liquid Freezer III Pro 420 is the largest cooler ARCTIC makes, with a 420mm radiator that is 38mm thick rather than the usual 27mm. More surface area and more depth means the fans can run slower for the same cooling, which is where the noise advantage comes from. Three P14 Pro A-RGB fans are fitted.

The VRM fan
ARCTIC builds a small fan into the pump block that blows across the motherboard VRM area. That region gets no airflow at all from a liquid cooler, unlike an air cooler which spills air across it. On a high wattage build it measurably lowers VRM temperatures.
Before you buy, check your case takes a 420mm radiator. This is the single most common reason this cooler gets returned. 420mm is not a common mounting size, it needs three 140mm fan positions in a row, and the 38mm thickness eats clearance that many cases do not have above the motherboard. Measure before ordering.
