What 300W means in practice

300W of thermal capacity covers any current mainstream or high end desktop processor with headroom. A Core i9 or Ryzen 9 at full sustained load draws well under that, so the cooler is not the limiting factor in such a build.

The 17.7 dB(A) figure is the minimum, at 1100 RPM. At the full 2000 RPM it reaches 33 dB(A). Set a sensible fan curve and it will spend most of its time near the quiet end.

Before you buy: A 394mm radiator plus 25mm fans needs roughly 55mm of clearance in the mounting position. Check your case takes a 360mm radiator in the position you intend, particularly in the front alongside a long graphics card.
