6400 at CL52, what that actually means

The timings are very loose. CL52 at 6400MHz gives similar real world latency to a much slower kit with tight timings. The bandwidth is genuinely high, but latency sensitive work will not see the benefit the clock speed suggests.

The reason to buy it is the 1.1V. Running 6400MHz at standard JEDEC voltage rather than 1.35 or 1.4V means much less heat and much less long term stress. For a machine that runs continuously, or one in a poorly ventilated case in a warm room, that has real value.

For gaming, this is the wrong kit. A 6000 CL30 kit will feel faster despite the lower clock.
