This 64GB kit runs CL34-44-44-84. The 32GB 6400 kit runs CL32-39-39-84. Higher density modules cannot hold the same tight timings at the same clock, so the 64GB version is slightly slower per access even though the speed grade is identical. That is physics, not a defect.

Platform note

6400 favours Intel. On AMD AM5 a 6000 CL30 kit is often faster in practice, because Ryzen memory controllers usually shift ratio above 6000MHz. If you need 64GB on Ryzen, the 6000 CL30 64GB kit is worth comparing carefully against this.
